CITY HALL
The majority of city offices are located at 16313 S. Kedzie Parkway in City
Hall. All calls are received by an automated operator at 331_4905, departments are given and are accessible with touch tone phones. (If you do not have a touch tone phone, stay on the line and an operator will assist you). City Hall offices are open from 8:30 a.m. to 4:30 p.m., Monday through Friday.

AUTO LICENSE PLATES
Requirements for obtaining Illinois state license plates depend on which state the vehicle is currently registered in. New residents may obtain specific information from the Secretary of State's office.
When a new vehicle is acquired, Illinois license plates must be obtained immediately. State license plates may be obtained directly from the Secretary of State, Motor Vehicle Division, Springfield, Illinois 62765.
DRIVER'S LICENSE
If you are from out_of _state, you can obtain your Illinois Driver's License at 14434 Pulaski, Midlothian, phone: 1_ (312) 793_1010. Your license should be obtained within 90 days, at a fee of $10.00 ($5.00 for age 69 or over). Illinois license should be applied for as soon as you have established residence in the state.
VEHICLE STICKERS
All vehicles registered to a City of Markham address, including automobiles, trucks, motorcycles and mopeds, must have a current city vehicle sticker/tag displayed on the vehicle. Vehicle stickers may be purchased at City Hall. The license year is March 1 to February 28 of the following year (The 29th in leap year). Residents who purchase a new vehicle are required to obtain a transfer sticker. Transfer stickers are available at $1.00 when a newly purchased vehicle is replacing a vehicle with a current city sticker. Please retain your old sticker and return it when making a transfer. Whether you replace a vehicle or purchase an additional vehicle you must obtain a vehicle sticker within ten (10) days. (Proof of purchase is required).

THINGS YOU WILL WANT TO KNOW
VEHICLE PARKING IN RESIDENTIAL AREAS: All vehicles parked out_of_doors are required to be licensed and running condition and must be parked on an all weather surface. (566) (1184). No parking on residential streets between the hours of 2:00 a.m. and 5:00 a.m. without appropriate permits from the police department.
Vehicles which are in a state of disrepair must be parked in a garage. PARKING
ON LAWNS IS PROHIBITED.
DRIVEWAYS: Driveways must be paved or have a topping of all weather surface, such as cement, asphalt or stone. DIRT DRIVEWAYS ARE PROHIBITED.
YARD WASTE: Must be in bags no loarger than 30 gal. and each bag must display a "yard waste sticker" and will be picked up on your regular garbage day. Stickers ar 50 cents each and can be purchased at City Hall. (ord. 01_O_1723). Leaf burning is prohibited.
LAWN CARE: All residents are required to mow their lawns and keep their yards free of trash and debris. (566)
CURFEW: Children under the age of 18 must be off the streets and out of unsupervised places of amusement, eating or entertainment, unless supervised by a responsible adult, between the hours of 10:30 p.m. and 6:00 a.m. on Sundays through Thursdays, and between the hours of 11:30 p.m. and 6:00 a.m. on Fridays and Saturdays. STREET LIGHTS: Street lights add to the safety of all residential neighborhoods. To report a damaged or burnt out street light, please contact City Hall_ 331_4905 ext. 225.
VOTER REGISTRATION: Citizens may apply for voter registration in City Hall anytime during regular business hours. Two pieces of residential identification are required at time of registration.
BUSHES: Markham ordinance provides that residents of corner lots must trim their bushes and trees to a MAXIMUM height of 3 feet, so they do not obstruct traffic vision. Violation can cause the resident to be ticked. (330)
SNOWFALL PARKING: Parking is prohibited on both sides of all streets for a period of 24 hours, during or following a snowfall of four inchers or more. (931)
SIGN ORDINACE: Signs designating "FOR SALE", OPEN HOUSE", OR "NEW HOME INSPECTION", or similar signs are permitted in a residential area. For Sale signs are also permitted on commercial property. Ordinance 99_0_1674 AN ORDINANCE REPEALING AND REVOKING A PROVISION OF THE MARKHAM ZONING CODE 156.276 (A) (5) "FOR SALE SIGNS."
NOISE ORDINANCE: It shall be unlawful for a person to generate, or to create a sound which can be heard more than seventy five (75) feet from the source of the sound. (1716)
ANIMAL REGULATIONS: All dogs must be licensed. The annual fee for a dog tag is $15.00. A receipt for a rabies vaccination must be presented at the time of purchase.
Dogs must be kept inside a fence or chained at all times. It is unlawful to harbor any animal which disturbs the peace by loud noises at any time of the day or night.
No more than 3 dogs or cats may be kept within any one household. Farm animals are not allowed, except on property of five acres or more.
All animals must be provided with proper food, drink, shelter and air. No animal may be chained or tied in such a manner that the animal cannot freely stand or move about. These ordinances will be enforced by the Markham Animal Control Officer. Any person violating these ordinances can and will be fined as much as $200.00 for each offense.

BUILDING PERMITS AND BUSINESS LICENSES
For specific information, contact the Building and Licensing Department during office hours. Business licenses are required for all businesses in the City and fees are based on the type of activity conducted by the establishment.
BUILDING PERMITS: are required for fences, roofs, exterior alterations, remodeling, etc., whether done by a contractor or homeowner, certain planned work or additions may require a petition to the Zoning Board of Appeals for a variation in use.
It is a good idea to check with the Building Department before you do any extensive remodeling. If you hire a contractor, be certain he is bonded and licensed or your work may be subject to a Stop Order by the Building Inspector.
HOUSE INSPECTIONS
A pre_sale inspection is required on all houses sold to new owners. Inspections are also required whenever there is a change of tenants in a house that is rented or leased.
All violations must be corrected to conform to the Housing Code. A $50.00 fee must be paid at the time of scheduling an appointment with the Building Department for the inspection. (The fee must be paid before the inspection is done).
WATER DEPARTMENT INFORMATION
Deposit Required: $100.00
$500.00 FINE for cutting meter cable or other tampering.
Residential water bills are charged quarterly.
$33.14 minimum charge for 10,000 gallons and $3.38 per 1,000 gallons thereafter. An additional $9.00 SEWER CHARGE is added to the quarterly Water Bill which makes a minimum total of $42.14 for 10,000 gallons of water and sewer use.
PLEASE NOTE: There is a $20.00 charge for NSF checks and you will have to make your payment in cash.
APPLICATION FOR WATER & GARAGE SERVICE
New residents must make application for water and garbage service. Our ordinance stipulates a property owner can be liable for water billed to a tenant in the event the tenant moves away and does not pay the water bill.
Construction Water Meters:
A $200.00 deposit is charged for construction site meters, plus $33.00 for the first 10,000 gallons and $3.00 for each additional 1,000 gallons.
Shut Offs: There is a $10.00 fee for water service turn_on in the event your water is turned off because of failure to pay your bill.
If reconnection is requested at a time other than the normal hours of 8:00 a.m. to 3:30 p.m., Monday through Friday, the reconnection will be $30.00, but after 3:30 p.m., within the discretion of the Supervisor.
Gross due includes 10% penalty which is payable after date due. Thirty_five (35) days after billing date, this bill is delinquent and water will be shut off.
Sewer Jet:
It is the resident's responsibility to maintain the sewer line from the house to the easement, but if you have a clean_out plug, the City will jet your line if time and personnel are available.
SANITATION DEPARTMENT
It is mandatory that each household have a 90 gallon wheeled container which is provided to you. New Ordinance 98_0_1655 AMENDING ORDINANCE 97_0_1606 PROVIDING FOR AN INCREASE IN GARBAGE COLLECTION RATES. New Ordinance 99_0_1678 CONCERNING PAYMENT OF BILLS FOR WATER, SEWER, GARBAGE, AND REFUSE SERVICE.
CANS MUST BE SET AT THE EDGE OF THE STREET WITH THE HANDLE FACING TOWARD THE HOUSE (INWARD) SO THE LID WILL OPEN PROPERLY WHEN DUMPED.
PLEASE PUT ONLY HOUSEHOLD GARBAGE IN THESE CONTAINERS. Heavy or large items,
grass clippings, and other trash may be placed in plastic bags next to the can.
DO NOT PUT METAL OR CONCRETE ITEMS IN THE GARBAGE CONTAINER.
On your PICK UP DAY, cars must not be parked nearby, to allow the garbage truck immediate access to the garbage container. Cans must be removed from the street area BEFORE 8:00 p.m. on pick up days.
TREE BRANCH PICK UP: Tree and shrubbery branches will be picked up during the last two weeks of April and the first two weeks of October, residents will be notified. Branches should be cut into four foot (4') lengths and piled neatly just off the street.
COMMERCIAL SIZE DUMPSTER

HISTORY AND POINTS OF INTEREST 1925_2001
THE CITY OF MARKHAM
It is claimed this area was a beach 10,000 years ago. After countless ages of geologic swamps, marshes and sloughs, the prairies dominated the landscape with groves of trees flowers and wild life in abundance!
Markham, at the southern tip of Lake Michigan, had been a crossroad for early pioneers. In 1861, a treaty was made with the Ottawa, Chippewa and Potawatomi Indians which ceded a corridor of land located between the mouths of Chicago and the Calumet Rivers to the settlers. The southern boundary, known as the Indian Boundary Line, was to run along a line which is now Interstate 57 and runs through our city.
The village of Markham was incorporated in 1925 with a population under 300. In the middle 1930's, the Croissant Park subdivision was built and increased the population from 349 to 1,388. After World War II, Markham's population doubled to 2,753 residents by 1950. The village developed into a bedroom community as residents sought homes, not industry. An airport developed at 165th and Kedzie and was the nearest field to Chicago, outside the urban smog range. The airport site, was located nearby what is now the Cook County Sixth District Courthouse. On August 24, 1967, the Village of Markham was incorporated as a City.
HISTORICAL SITE_ THE LONE PINE TREE
In 1860, a German immigrant named Lawrence Roesner made his way to the southern boundary and settled on land located in the northwestern corner of Markham. He brought with him six seedlings from the Black Forest of Germany and planted them along the Indian Boundary line. This "Lone Pine Tree" was adopted as the official City symbol in 1985. The lone survivor of six pine trees brought form the Black Forest in 1860, died in 1986. The Markham City Council appropriated money to get a replacement tree from the Black Forest in Germany, which the Markham Garden Club planted that year.
INDIAN BOUNDARY PRAIRIES
There are approximately 2500 acres of virgin prairies land located within the boundaries of the City of Markham. There are four prairies located here known as "DROPSEED', SUNDROP", "PAINTBRUSH", AND "GENSBURG".
The prairie is under the supervision of the Northeastern Illinois University Nature Conservancy. Plans are underway to build a Nature Center.
The prairie was designated as a National Landmark. The prairies continue to grow and flourish with the help of The Friends of the Indian Boundary Prairies.
